Lower spawn rates in C3?

Anyone seeing the spawn rates lower in C3 wormholes? Could the "exit" of groups in C5/C6 effect the lower WH spawn rates?

I know sites respawn based on "regions" but didn't know if they were also grouped by WH....

Less people in wh space less spawns, also it is random .

No local in null sec would fix everything!
