If you go under "show more options" we need to have a Security Filter added for Citadels.

Do you Mean the Security Status of the system said citadel resides in? Or are you referencing whether or not the citadel happens to be a freeport?

Security filters can be changed instantly. For instance, the instant you accept the contract, it gets set to "private" precisely so you can't dock.

If someone courier contract scammed you with a citadel, you do have an option.
Citadels are expensive and can be destroyed, and there are plenty of mercs you can pay to explode one if you don't have a corp of your own with guns.

There's a new rule about courier contracts that isn't in most guides: don't take contracts to citadels unless the collateral is much less than the value of the citadel hull.
