Lost PI Command

All.
I took a break from the game a few years ago then came back a little bit ago.
My PI level command is to level 4 but I can only deploy 2 right now, so that tells me that i can deploy 2 more but I can't.
I think before I canceled my subscription I had some command units on a few planets but I have no idea where.
Does anyone have any ideas where or how to find them?

Just to clarify, Interplanetary Consolidation skill controls how many planets you can have.

level 0 = 1
level 5 = 6
