As the title says I'm looking for a pve toon to mess about in high sec with ideally this toon would have decent mining skills scanning skills and fly a good spread of sub cap ships, more interested in t2/t3 cruiser ability then say battleship or marauder hulls

budget is 10 bil

must have access to lvl 4's

Check me out. I am also a 2006 character, you would be surprised how many people see that and leave you alone as your out mining/scanning.
