Very slow download @ 9kB/s NEW PATCH

CCP are U just kidding me?
Download by launcher not work completely.
Download by repair tool is like below:

9kB/s on the 80Mbit (!!!) Internet connection

computer restarted, launcher restarted 20 times,
launcher starts download at 2MB/s and imediately slows down to 1kB/s so i decided to download by repair tool.
repair tool downloads first 500MB with 2MB/s in few minutes, and then slows down to 9kB/s or zero and now i wait 3 hours with this speed to finish!
Im tryin to download patch for 3 hours and im sick and tired of this, couse this situation is with this patch, previous patch and every patch from March, even the smallest 20MB patches it downloads with 30-60 minutes

I had the same issue, very slow patching. However I shut down the launcher and ran it as administrator and the patch speed increased quite a bit.
