Weird Launcher Issue: Eve works but Launcher wants to download 3.51gb

Yup after a clean install of Windows and and a click on the repair tool from within the eve folder eve works great, launched from within the BIN foder, better than ever even. But, when I run the launcher to check for path, new dev blogs ect... it tries to download a very large patch, sometimes gets stuck at 28% but other wise starts to download 3.51gb.

Any ideas or fixes to get this back to normal?

The EVE Launcher doesn't agree with your definition of a clean install. If you can provide me with the logs, I can take a gander and see if something's up.

Earlier today i opened the launcher folder within the eve folder and restarted the launcher application. This reinstalled the launcher and seems to be working fine so far.

Currently downloading Oceanus.
