Positive:

You have few industry skills injected

Negative:

A lot of skills lvl 1-3, this reflects lack of focus
Amarr focus (great), but why did you injected all the other races as well?
Not enough support skills to be sold as a cap pilot.
Some negative standings but manageable

All in all, I would not pay more than 8b for a toon like yours. I have bought similar characters in the past (30m sp range) for 6b, yours get some extra for have a fairly decent combat focus (not perfect though). I would buy it in a heartbeat for 6b and I would stretch to 8b if I needed this particular skillset for some reason.
