Things I'm seeing off the bat:

Near-perfect PI skills. Character is worth at least the 1.2B to PLEX-transfer based solely off that, potentially up to 1.5B.

Cybernetics is low, can't fit +4s implants, let alone +5s that anyone looking at buying toons is thinking about. Raising that will be the very first thing any perspective buyer will do.

Little to no combat skills. Biggest combat skill investment, Heavy Missiles, doesn't have support skills to back it up. Shields are in a good spot for 6m, if a little low, especially for the trained mining barges.

Industry / mining toon with no production to speak of. Won't be useful for adding another 10 manufacture slots.

Industry 5 and Refining 5 will add another 0.1-0.3B onto the price if the buyer is looking for industry alt.

A lot of skill points in Mining and resource processing. Thing that caught my eye was Refining 5 and Refinery Efficiency 3 -- that's 96.2% refine. That's something that's nice, but needs a bit more for perfect Refine. Wouldn't recommend getting that by going for the the ore-specific skills (good for mining, but that's not what I'm looking for).

A 4% refinery implant and another level into Refinery Efficiency would place the toon at 99.76% refine for all highsec stations, with a single skill level in all the ore-specific skills placing that at 100%. Alternately a 2% implant and Refinery Efficency 5 would get 100% everywhere. Only ~2 weeks to get that after buying the toon. I'd add another 0.3B because of that, and another 0.25-0.5B for every corp listed with 6.67 standings for perfect refine.


Overall I'd say 1.8-2B, maybe up to 3B depending on corporate refine standing.

I'm not an expert on character pricing and have not dabbled in the subject much except for that one time I did a bit of research for a friend, so my estimate will not likely be accurate. Also, I'm biased looking into industry skills rather than your trained mining skills.
