Not an expert on character price checks, take my answer with a Rifter filled with salt.

I found a fleet booster with ~2x your skill points sell for 12B and another unfinished one with ~90% your skill points sell for 4.5B. Both posts are from about a year ago and PLEX prices have risen since then by around 20%.

Taking weighted average adjusted for PLEX inflation, and I'm getting 8B on the low end, probably closer to 8.5~9B.

Again, not an expert. Take price check with a lot of salt. This specific estimate is biased upwards as I think fleet boosters are extremely useful.
