Caldari Research Outpost - Refinery

I'm having a hard time getting a straight answer regarding the base refinery net yield for a Caldari Research Outpost.
The Evelopedia article has this information

Caldari Research Outpost
Corporation offices: 8
Manufacturing (booster/other) slots: 5/2
Research (ME / PE / Copy / Invention) slots: 10/10/10/10
30% bonus to research time
Outpost specific upgrades:
* up to 7 additional manufacturing slots & faster T2 component manufacturing
* up to 9 additional ME, PE and copy slots & a speedup of blueprint copying, material and production efficiency research
* up to 9 additional invention slots & a speedup of invention
* up to 7 additional corporation office slots
* add on and upgrade - up to 30% refinery

Does this mean the maximum station refinery net yield is only 30%? Or is that the base and not including any upgrades?

What I'm trying to figure out is, what's the base yield without upgrades and what is the cap on the refinery after all upgrades have been made

Outposts have 3 tiers of upgrades. I don't think you will find any outpost with tier 3, as the platforms alone cost 25.2b before upgrades.

On each level Upgrade Platform you can fit the following:
* Foundation Platform (3.6b): one Basic Outpost Upgrade
* Pedestal Platform (7.2b): an Intermediate Outpost Upgrade and a second Basic Outpost Upgrade
* Monument Platform (14.4b): an Advanced Outpost Upgrade, a second Intermediate Outpost Upgrade, and a third Basic Outpost Upgrade

Caldari outposts don't have base refining facilities; they can have refining upgrades though. Almost nobody will put a refining upgrade on a Caldari outpost, as a Minmatar outpost has a 35% base refinery without any upgrades. You will find that Minmatar (refining) are the majority of all outposts, followed closely by Gallente (offices), with a smattering of Amarr (manufacturing).

Caldari Outpost: 0% refining
Caldari Basic Refinery Upgrade: 10% refining (+10%)
Caldari Intermediate Refinery Upgrade : 20% refining (+10%)
Caldari Advanced Refinery Upgrade : 30% refining (+10%)

Minmatar Outpost: 35% refining
Minmatar Basic Refinery Upgrade: 40% refining (+5%)
Minmatar Intermediate Refinery Upgrade : 45% refining (+5%)
Minmatar Advanced Refinery Upgrade : 50% refining (+5%)

Refinery upgrades are not additive, but you must have a basic to install an intermediate, and an intermediate to install an advanced. Note that they say on their info "increases refinery efficiency to".

Note that a 10% refinery yields 74.35% with max skills and a 4% implant, and an Intensive Refining Array on a POS yields 75% (with lower skills and no implant, but it can only do one material per job, it can't reprocess everything, and it takes a lot of time per job, but you can have multiple arrays and POSes). To add insult to injury, the outpost owners may impose a refining tax.

One page that may clear up some confusion while adding new confusion is:

As Tau mentioned, a freshly built Caldari outpost lacks refining. You have to spend a few billion getting it to 10%.

To install upgrades, you need to install the upgrade platforms, in order.

So for example, the first platform, which runs 3.6B from NPC merchants and takes up 750k m3. Install the items listed in "material requirements" and after the next downtime, you can install upgrades (or the next level of platform).

The Caldari Basic Outpost Refinery Platform is also sold by NPC merchants and eats lots of materials to turn into a refinery after the next downtime.

Plutonium and slaves will be hard to get as they're contraband in much of empire.

e: don't forget that there are sovereignty requirements to be able to place the outpost egg in the first place, and further requirements needed to be able to anchor the upgrade platforms.
