How do two siphons on the same POS work in terms of material stolen?

And for one siphon, is it 60% stolen AND 10% destroyed or is it 60% stolen and 10% of that is destroyed = 54% total stolen and 40% remains?

Well, there is the blog and the comments attached to that blog, plus the patch notes.

Rubicon 1.0 Patch Notes wrote:
* Siphon Units steal 60 units of raw materials or 30 units of processed material. Siphon Units can only steal from the end of a production chain and the Small Mobile Siphon Unit prioritizes raw material over processed material. The unit steals at the same time the starbase produces, so once per hour.
* 10% of what is stolen is wasted, i.e. destroyed. The rest is stored in the Small Mobile Siphon Unit. It can store 900m³. If it is full, it stops stealing

Siphon #1: Steal 60 raw, lose 6, get 54.
Siphon #2: Steal 40 raw, lose 4, get 34.
Siphon #3: Steal 30 processed, lose 3, get 27. [Until the reactor stops.]

Moon Harvesting Arrays only produce 100 units per hour, so 2 siphons will temporarily divert all harvested material.
