Bad sec/faction status vs high sec

I had suggested this one before in the past, but things have a way of disapearing over time.

The basic idea of my suggestion is to add more "pvp" to high sec, and remove some constraints, add more "player policeing", which also adds more potential action for those wanting it, in high sec.

So heres the thing, currently when your security status (to concord) drops below a certain point, concord basicly instantly kill you when you enter high sec)... My idea is to change how this works, and instead make them "not do anything, unless the low sec status pilot agresses first"... they will still get concorded if they fire first at someone, but to everyone els, they will be flashy red while traveling around in high sec (and low sec duh)

These pilots with bad sec status can then decide for themselves if they wish to bring in a ship to high sec to bait someone into an engagement, and in turn, the pilots in high sec can decide for themselves if they wish to take the bait... The main difference here is, Concord will not simply kill them, just for entering high sec

Now, I am aware that these people will then be able to gank in high sec... basicly without having to worry about their sec status, (but they basicly could before anyway, they just had to rat a little before they could do it again). but I personly think this could add a new dynamic to the game

About the faction standing, once your pilot reaches a bad standing to a npc faction... like gallente or amarr, they will begin to shoot your ship if you enter their systems, I think it would be cool if same principal could be applied here.
