Concord and kill rights

There are a lot of threads where people want to fix high-sec ganking by buffing Concord to ridiculous levels, or giving Hulk's a zillion EHP, but of all the suggestions, the two I've seen which make the most sense to me, are to remove Concord completely, and to add the ability for players to transfer kill rights.

Not looking to resuggest these as much as to hear what the downsides to these ideas are.

On the surface, some miners like it because they can just have an alt or a friend cloaked with them at a belt, and then shoot anyone who they don't want in the belt with them.

Same with kill rights, at face value it looks great. Someone kills you and you sell the kill rights to someone with enough firepower and experience to take them out.

So what are the downsides? How would these be abused?
