Interplanetary Interaction: A boost to mining and small gang targets

This is a proposal to extend the functionality of Planetary Interaction to whole Star Systems. Especially with the new destructible POCO. Uses the existing Starbase Structures (Moon Mining, Assembly, Reaction etc) as a base and extends it with a PI-like system.

* A new System View interface, similar to the Planet View, enabling you to manage all your system infrastructures from a single view: Routing, Production, On/Offlining.

* Routing: via NPC Convoys, can set up routes between POS and/or POAC (see below) silos, POCO and/or local station
- Route offlined if source or destination reinforced
- NB these convoys behave similar to existing NPC convoys: ie warp/exit warp up to 100km from source/destination, making them vulnerable to raiding parties.
- Imagine having a PI system wide network producing starbase fuel that gets transported to the starbases?

* Player Owned Asteroid Colonies: Similar to Moon Mining POS
- Mine asteroid belts
- Mining drones do the work (destructible but respawn?) Mining Drone Control Array?
- Limited CPU/Grid to inhibit deathstar POS at belts?
- How would the POAC interact with NPC pirates? Perhaps combat but no bounty on kill? Small POAC could be reinforced or destroyed by NPC pirates?

PROS:
* Utilises existing concepts (NPC Convoys, Planetary Interaction)
* More small gang targets, and piracy opportunities
* Perhaps offers more DUST 514 targets/maps: asteroid colony, moon mining starbase?
- Reduces player time spent on micromanagement freeing them to mine/PVE/PVP to hearts content

CONS:
* Fine tuning to make structures/routes vulnerable but still worth investment
* Established nullsec alliances get more/easier opportunities to make money?
