Prototype Cerebral Accelerators

hi,
I am wondering if I ever bought a character through the bazaar or similar, would prototype cerebral accelerators work on them too for the character or is it just for completely new characters. thanks in advance. (I have one spare and hate to waste (or sell) things.)

They only work on completely new characters with an in-game age of less than X (9, 14, or 35 days depending on the type of accelerator). Sadly does not work with new-to-you characters.
