Most efficient (in terms of SP invested) way to get perfect high-sec refine/reprocess value

Assuming I don't need the ore specific skills for mining crystals, the most efficient way to get a perfect (with relevant standings) high-sec refine/reprocess is to train Refining V, Refining Efficiency V, then Pop in a +2% Zainou 'Beancounter' Refining wire, correct?

No, because the ore specific skills for high sec will cost you less SP than RE V will.

True, but I'm not just looking at ore. If I go that route, I'm going to need to get Scrapmetal Processing ..... which requires both Refinery Efficiency V AND Metallurgy V as a prerequisite.

When I work through the math, I get something like 99.50% with Refining/RE V and a 50% base yield station. Then, throw in the implant, and there you have it. I'm almost positive I'm right about this but it just seems a bit too easy.
