So I have answered the points you asked, and have split them into 2 responses given the limitations of the quote system on this forum.

POS those three letters bring nightmares to just about anyone having the misfortune of having to operate one. The solution in the long term is obviously modular POS. Lets try and stop POS's denying access arbitrarily or even shooting the very people wishing to use them. That isnt to say your suggestion is not something I agree with, I could see it as an interim if said object allowed easier fitting/storage of ships & swapping of sub-systems on Strategic Cruisers. Especially this last for our friends in Unknown Space.

Overpowered passive cloaking. It is now to the point where people are now beyond AFK cloaking but running streams of enemy stations and systems! Would you support balancing cloaking to punish those who go AFK (Eventually able to be scanned down for decloak) while maintaining the benefits to people actively cloaking (Remaining at their keyboard)
Frankly, and I am sure you will not like this viewpoint but I do not see anything wrong with it. If you do not want such types getting into your space, do a better job of gate security. And if they are streaming a view that features a station, that gives the bright amongst you the opportunity to locate his exact position, get a decloak on him and then explode them?

Lack of Ring Mining. Again with the CCP backpedaling despite the many benefits for nullsec and other areas for the game. What is your stand on the crap that is moon mining?
Rare minerals that are a necessity in all T2 production are - in an ideal universe - a conflict driver, whether they are found on moons or found on system spanning rings - the sheer imagery of which appeals to the sci-fi fan inside of me. Would I prefer ring mining over moon mining - yes, IF ring mining relied on pilots being considerably more active than they are in current mining activities, which would also mean more targets in space for roaming gangs and the like. And creating content for many play styles should be at the root of potential changes like this.

The silly push by some in the community to end or delay "Local" or any effective means for those in a nullsec system to determine if a hostile or unknown is in system in them. This obviously needs no solution but I want your thoughts.
Its fine as is. Works great in Unknown Space, but right now is not needed anywhere else. Frankly I think such a change to anywhere in "regular" space could back fire. As it is right now a fair amount of null-sec is empty and you can easily see that from local, but imagine roaming without local. Now you spend too much time in every system scanning and scanning and scanning, just on the off chance someone is there. Sorry but that impinges on fun a little too much.

The horrible state of missions in hisec. The solution in my opinion is a complete rewrite to allow for a more incursion like approach that rewards those who want to train up logistic frigs and cruisers or be a specific role in a fleet. Also providing a way for newer players to experience group play in EVE.
A ground up rewrite of missions could prove even more elusive than the POS revamp, but as an interim solution the addition of newer missions with better AI, fewer enemies but with better fit ships (to maybe simulate basic pvp situations) would win my support, especially if it encourages group play. These missions could - as more are added - have their frequency in the rotation increased, until such time the existing missions are depreciated. So not really a rewrite but an over-write.

Incursion suckage. With the nerfs to Incursions fleets have slowed to a trickle and it was sad to see CCP willing to spend more development time nerfing entire expansions instead of doing what was right being making other aspects of EVE better. Modular POS and Ring mining need dev time sooner so I will admit this ought to be looked at later however I wanted to get your views on them and have this to be some context to the next aspect of Logi.
To be totally honest, I have not spent any time doing incursions to have experienced exactly how badly they were nerfed. However, from conversations with people who did & still do run incursions, & from reading various threads on the forums and other sites, it seems that when they did this they went too far, almost to the extent of making them a forgotten feature. And even after a slight fix to them, they are still not as popular as they once were. Now given that they are an excellent example of group content, I would like to see them fixed a touch more, to keep them relevant as one of the main forms of challenging group pve content in EVE.

Logi suckage. Logis do not have the tools to do their job. They need to be able to tell who is locked and taking damage and in large fleets the watchlist can't handle that leading to dependence on broadcasts that most of EVE seems to not know or refuse to use right. Look at any average HQ incursion fleet where people don't broadcast right stressing out logi or in fleet fights where following FCs orders makes it harder to broadcast properly. A solution is a logi only screen that is completely configurable to show who is taking the most DPS and who has the most locks in fleet.
Right now you have an extended watch-list, that actually does show when someone is taking damage, however before ccp goes adding yet another item to an already cluttered UI, maybe they could improve the watch list first; Bigger bars, maybe with a more obvious "this ship is getting done over" notification for example.
Although I have to say that as long as you educate your fleet members about when to broadcast, which buttons to use to broadcast and that moaning about it on comms wont make it happen faster you should as a logistics pilot in any situation be able to do your job. Also helps that you can configure your broadcast history and ensure that as a logistics you are only seeing the calls for the reps you offer & capacitor transfers.

Logi Suckage #2 Reps don't get you on mails? Wut? Solution obviously is to have repping those in fleet land you on killmails generated from fleet.
This really does need changing, yes there are hacks for some of the available killboards, but that is not the same as CCP changing the killmail code slightly. I mean if I can get on a mail with an item like a target painter, that doesnt directly do damage, then why not show reppers on mails when they have been repping a target. They do not need to include how much you repped - assuming its even saved in a log that could be readable - just that you were there. So yes, if CCP ever came to the CSM and said we have found a way to make this happen, I'd be the first to support them spending some development time on it.

I am glad to see CSM candidates showing more support for Incursions this year however. If CSM8 could bring balance to cloaking, get changes done to POS, and restore some of the good that was Incursions it would be one of the best yet in my opinion.

Mangala has a rare combination of highly skilled EVE leadership and great patience.

Some EVE FC's are highly skilled and very boring. Others are very funny and very patient, but they achieve nothing.

so what your saying is that someone afk is enough to scare people enough in null sec that they wont undock? sorry but its a mechanic! if someone like me for instant wants to go into a null sec system, cloak up and stop the farmers, then whats wrong with that?
