A fix to structures, wars, high/low/0.0 space. O_o

What I am not happy with:

• Seeing so many targets in highsec that I can't shoot at.
• Wardec system is still pointless.
• Highsec stations are too overpowered.
• Not enough things for me to shoot at that are player controlled.
• POS's are too difficult to destroy for the amount of effort/resources needed to destroy them.

What i would like to see changed
1. Highsec stations should provide a default 20% wastage factor in manufacturing/research. Standings can cut that down to 15%
2. Introduce player controlled structures that do not require fuel and tower to online it.


Station Changes:
There is not enough risk associated with highsec stations for the services and security they provide to the players. the 20% wastage factor is used as a price ceiling to prevent modules/ships from going out of control. It also provides a reason for players to invest in industry that takes them outside of the stations.

Pos Changes:
Towers are such a pain but I'm not convinced they should be removed. What i suggest is the introduction of new structures that do not require towers to use. However the risk/reward will reflect their use. example:
- Shipyards:
• Does not have a wastage factor.
• Does not require fuel to use and does not have a RF feature as a pos would.
• Does require blueprints/materials to be dropped off inside the module to use.
• Has limited m3 space. So we are talking about 10 battleships worth of material.
• EHP should take a 5 - 10 man BC gang about 20-30min to kill.
• Can only be anchored on planets! (you'll see why keep reading on)

Dust Feature:
structures anchored on planets can be defended by defenses based on the planets surface. this feature is only available in lowsec and 0.0.

How is all this going to affect how we play EvE?

What i hope to achieve is to bring balance to the risk verses reward in game. I believe if you balance this you will bring more conflict, player interaction, and fun to the game. Wardecs in highsec need targets and a genuine reason to war over resources. 0.0 and lowsec need to be worth the risk/effort of going to for industry. PvP should have more stuff to shoot at as well as rewards for going through the effort of destroying a player owned structure. I would like to hear what the community has to say about my idea.

i like most of your ideas, but not the integration with dust part, it is way to early to make design steps in that direction

also all player owned structures should have a reinforcement timer, just to make sure that the owner has a chance to defend his assets

You're probably right. I am hoping someday the use of dust planet defenses can be a means to avoid "timers" at first CCP would have to use a timer system. So I imagine a fleet roaming through and RF a few structures. see if they get a fight the next day...if not kill the structure and collect the loot.

IIRC, they did not include a nerf to highsec industry...

The lack of an rf timer will have the old guard status quo choking on their caviar though.

nor did they include an easy structure to RF to force conflict. they are overhauling the Tower and turning it into a base of sorts. This would require fuel, timers, EHP similar to towers. I want to move industry into space away from stations to make wars and bashes relevant/rewarding.

Yet if they made personal POS ownership as easy as they were letting on to, like player housing. Small personal labs and refineries or manufacturing could be anywhere in a system and much could be taken away from NPC stations. as without the moon limit, space just opens up for everything.
And with POS being single modular items, there is a lot less trash in space from thousands of POS modules giving more opportunities for different anchor structures.

it is fantastic though I'm not sure if it will bring the kind of structure grinding that isn't hair pulling nor bring enough risk to the use of them. If i have to attack a tower in highsec i would much rather slit my wrists. for the indi guy there should be allot of these structures in space. the chance of someone attacking his in a populated area in highsec should be fairly low.

Interesting.. having no reinforcement timer was something I thought most interesting about the OP suggestion.

It would be so much more interesting if there were player owned structured littered randomly around.. that were perhaps non-trivial to find. Especially if these structures represented a smaller investment/loss on the part of the owner, so there would be a ton of them, and they wouldn't have reinforcement timers.

This way there would be something for players to run around trying to find and kill... which would make them vulnerable to other players running around trying to find players to kill. Plus, losing a manufacturing station is so much more an acceptable loss for many players than being inadverantly ganked.

Protip: 100M ISK per hour is about $3US an hour.

I will make some more changes to the OP of the thread but not much. but getting rid of the RF timers would be amazing.
