[PROPOSAL] Super Capital and Capital Changes

Moms - Only be used against other caps. To deploy Fighter Bombers must be in triage, loses all repping abilities while FB out.
Titans - Only be used against other caps. To use DD must be in siege mode.
Dreads - Only be used against other caps and structures. Has most DPS of all capitals in siege.
Carriers - Can be used against anything. Triage Mode allows carriers to rep dreads in siege mode but can not deploy drones / fighters in triage.

Brings dreads back into the game, keeps support ships role of protecting capital fleets, still makes titans and sc's important in capital fights, more interesting capital fights now that carriers in triage can rep dreads in siege, rather than if your a dread in siege mode while being primaried....your dead....

Seems silly that a Carrier can do more than a super carrier .... also that a dread that 's a fraction of the cost has the most DPS.

Bring in a Super Cyno ... problem solved
