Issue Installing EVE

I recently decided to quit EVE and therefore uninstalled it. Later on Youtube I see two amazing videos by CCP that once again changed my mind. After deciding the path for the EVE_Online_Installer.exe (the default location C:\Program Files(x86)\CCP\EVE) I get the error "An unknown error occurred while downloading the installer payload." and it directs me to download it manually. I do this and all the files finally finish (.exe and payload 1 and 2). I go to extract payload 1 and 2 to where the .exe is but I get a ton of errors. At this point I raged quit pretty hard... (as of now I am re-downloading both the .exe and payload 1 and 2 after deleting the previous ones).

Yea my roommate later told me that... I feel pretty stupid now for not thinking it would do that.

Put the installer (and its payload, if downloaded already) into a empty folder on your desktop. You're most likely observing some permission issue meant to protect your PC from malware.
