CCP can you fix the proteus drone bandwidth please!

There is actually one important change they MUST make to the Proteus- replace the Friction subsystem gfx with the CPU one.

Ishtar is better than a Proteus at L4s, Proteus than Ishtar at exploration.

Unfortunately the Tengu is better than the Proteus at both.
