I've been playing around a lot with various solo ship ideas for low sec and 0.0. Thought I would give the Pilgrim a look. As I understand it I need to select my targets well and make sure they're active tanked turret boats. What sort of targets would you go for? How would you fit it?

use 1600mm, it should fit
I prefer to use an egress rig (reduce cap usage of your neut) + armor rig instead of 2 armor rig
I prefer to have a med + small neut so I can perma run the small neut once the target is capped out
recon V allows you to fit a combat probe launcher (many ratters hide in a safe as soon as local is > 1)

I'm not sure about the Rigs. Would CCC rigs be better?

What do you think? CCC rigs on a PVP ship, especially this one?

You want to go for more buffer in the lows so a 1600 plate will do well.

I use a med booster in the mids and run *that rig what decreases the cap cost of neuts but i cant remember the name* in the rigs.

And don't waste your time with a MWD, the 1600 plate and booster will make fitting one a *****, i use an AB and just take the massive speed hit as a reminder to pick my targets damn well

Your best bet is to train Recon to lvl 5 for flying a solo Pilgrim, as you'll need the extra cpu for an expanded probe launcher.
Without that, your chances of finding a target and landing at it at a respectable range are very slim.

What's the point of the Core Probe Launcher? Also meta 4 neuts are less cap-heavy.
