Redifine system security levels - long post sorry

Hello.

(I apologize in advance for the length, any errors in characterizing current game conditions and finally, spelling and grammar errors):

Here's a proposal for changing up the behavior and game play options to the players in Eve Online. My objectives are as follows

1. Bring more players into Low Sec space.
2. Make player combat more common in most of high sec space except 1.0 systems where it would be eliminated.
3. Make space progressively more dangerous based on system security level.

Here's the proposal:

Change up the security levels of the current Eve universe.

1.0 systems: Eliminate suicide ganks altogether by instituting a system-wide weapons dampening field such that any time a player attacks another player without established aggression, thier weapons only do 25% normal damage. At the same time, reduce the player content available in these systems by removing all agents above level 1 and reduce the asteroid fields by approximately 50%. No exploration sites would spawn in these systems either. This gives newer players and risk adverse players a place to practice thier care-bearery in absolute peace and boredom. I think that since this is such a severely safe area that the number of these systems be reduced substantially to just the starter systems and a few random systems scattered throughout each region. No incursions would spawn in constellations containing 1.0 systems. Concord security status drops unchanged.

*** As this essay continues, it can be seen that suicide ganking becomes progressively easier. I think to balance this, mining ships should be hardened by a factor of .5... that may sound like a lot but read on... ***

0.9 systems: Pretty much the same as all of high sec today. Suicide ganking can occur with the current Concord response times. no dampening of weapons as in 1.0 systems. Level 2 agents would be available plus the normal amount of asteroid fields and exploration sites. All trade hubs would be in this category. Incursions possible. Concord security status drops 90% of what they are now.

0.8 systems: Concord response time increased to 15 seconds. Gate guns increased in number to 8 and given a 50% reduction in response times. Gates would still be safe areas to travel through. However suicide ganking in the belts and missions would be made easier by the increased response times. Normal numbers of belts, agents and exploration sites. Level 3 missions available. Belt rats up to frigate size appear in the belts. Concord security status drop reduced to 80% of what it is now.

0.7 systems: Concord response time increased to 20 seconds - fleet protection is strongly advised for miners. Belt rats up to cruiser size appear. Ores currently found in 0.5 systems would be available in these systems. Level 4 agents appear for the first time. Sec status drop 70% of what it is now.

0.6 systems: Concord response time increased to 25 seconds - fleet protection a must for mining. Belt rats up to cruiser size. Exploration sites increased in value, 4/10 sites available. Sec status drop 60% of current levels.

0.5 systems: Concord response time increased to 30 seconds. Frigates can easily take out any kind of mining or industrial. Mining in a good fleet with plenty of fast lockers would be the only way to insure some posibility of survival. Player combat in frigate sized vessels would be common. Belt rats up to battlecruiser size. Concord sec status drop 50% of current.

0.4 systems: extend Concord protection to gates bordering high sec space (0.5 or greater). Increase the number of gate guns at all gates to 8 and reduce thier lock time by 50%. All guns focus fire. Gate camping would be severely curtailed and totally eliminated at the gates bordering high sec. Battleship rats spawn in the belts. Security status drop reduced to 40% of current levels. Effect would be that is easier to get into low sec... that's the main objective.

0.3 systems: Gate guns reduced to 4. Response times the same as they are now. No concord protection anywhere. 30% of current security level drops.

0.2 systems: 2 gate guns. 20% of current security status drop.

0.1 systems: 1 gate gun at each gate. 10% of current security level drop for aggression, shooting and killing.

All of this would have several effects. Each security level drop in a system would make them progressively more dangerous. We would still have "high sec space" but it wouldn't mean the same as it does now. Players would be much more subject to attack in a .5 system than they are now and less subject to attack in a 0.4 system then they are now. The lines between high and low sec would blurr a bit. With the change to the way the security level hits occur it would take lot longer to go to -10...

The degree to which the above would break the game or not is up for discussion. I don't want to make all of high sec a kill fest but then again I am in the camp that it is too safe today.

More ship kills, more people in low sec, more danger... how we get there can be debated but I think there is much room for improvement from the current structure.

Honestly, the only people you'll get supporting this are the gankers who don't think it through all the way. Highsec players will dislike it because they are effectively confined to 1.0 and 0.9 space and PvPers who think it through will dislike it because 90% of highsec will suddenly become as deserted as lowsec, making it more difficult to find targets.

Trying to force people into lowsec simply will never work. There are some people who are so risk adverse that they would quit Eve before letting themselves be forced into lowsec (and your proposal makes 0.5-0.8 systems essentially lowsec for them). You can't force them out of highsec, you have to lure them out with the promise of increased rewards.

And trying to make PvP impossible in any systems in Eve (like your 1.0s) is just a bad idea, safe zones can never do anything but hurt Eve, they have been discussed many many times on these forums.
