Spent 4+ hours in fully escalated 10/10 plex - NO LOOT

Found a Sansha Provincial HQ, alliance and me did it over the time of over 5 hours, it kept escalating.

We got to the 4th and final escalation and the 33.8 MILLION bounty overseer drops a true sansha smartbomb and not even effects.

Is this normal? unlucky? or just plain bugged?

is it worth petitioning?

Random is random, working as intended. (escalations don't always drop OPE, that's DED sites)

This happens often.

Plexes are a lottery. Today I got 65mil from a Radar site that took about 10 min to run and I ran an 8/10 that took 90 min with 2 characters and it dropped nothing other than the overseer effects.

Its clearly not working. I spend 24 days on the escalation for a Blood Annex and I got a Bhaalgorn BPC, Deadspace Large Rep and 2 Hardeners.

Petition.

Meanwhile, some undeserving douche in a Tengu flying in Caldari highsec got 5 Pithum C-type Medium Shield Boosters, 3 Pithum C-type Invulnerability Fields and 6 Pithi A-type Shield Boosters in those 4 hours, all under the protection of CONCORD, not having to watch local, spam d-scan, check intel channel, fret about bubbles, panic about hotdrops, or worry about difficult rats that might destroy his ship.

the reason I asked if I should petition is because No "overseer effects" dropped either, I assumed that was a guaranteed like 3 other people told me

AFAIK, OPE drops aren't 100% guaranteed, just very high, like 95~99%

Well, if its an escalation from a Provincial and not a Sanctum, there aren't supposed to be overseer effects.

The only escalation I've seen drop overseer effects were from the Serpentis Logistical Outpost.

Sansha Provincial HQ is not a DED plex.
The escalation can give you the same type of loot as a 10/10 plex.

The 10/10 plex is much easier to do than the escalation HQ escalation.
Carrier is the way to go on the final stage.

And i've ended up with just a tag and faction ammo several times :)

Overseer effects are not part of the loot for this dude and never were, he only drops faction and X-type. And you get no x-type 50% of the time, which is very irritating considering how hard it is.

Could have been worse — PvRNG at least leaves you with some mediocre winnings and little in the way of loss. Going up against the other online gaming deity (Shub-Internet) tends to result in complete loss of all belongings and sanity.

Like someone is lying about their haul, or like they need to get a job/life and not spend 12 hours a day on Eve.

I average maybe 1-2 MSBs a month. They're a rare drop and the 4/10s you find them in are hotly contested. It's a good thing I have no problem with stealing other people's loot Twisted
