Black Ops and Local

If I controlled eve:

Depending upon three factors: (1) Black ops skill lvl; (2) hacking skill lvl; and (3) the security of the system, the black ops pilot would get a variable range of immunity from "local chat disclosure." For example in 1.0 security system, the black ops pilot would have a maximum 15 sec delay from appearing on local, which would increase in increments as the sec of the systems visited deceased to null where a maxed out pilot would have a 15 min of immunity from disclosure.

I recognize that something similar was suggested for all covert pilots (that thread is in the old forum and thus locked), but that particular suggestion - blanket immunity for all covert pilots -- seems to me to be op. Black ops ships cost 1-2 bil, compared to stealth bombers which are about 20-30mil. Also black ops cant warp cloaked. So if a black ops pilot wishes to go deep behind enemy lines they are putting a considerable amount of isk at risk and are still vulnerable to the Directional scanner. In contrast, the SB is cheap and cna warp cloaked. The change to local will mean that there will be increased risk to carebear activities in deep null space, but it would not make such activities impossible, especially as Bl Ops ships have considerably less dps then their regular counterparts and are thus vulnerable to counterattack by organized nullbears.

I like it +1.
It would make it more challenging to nullbear but not unduly so. Also I see it making botting harder - no longer would it be safe for a botter to jump to his pos, dock, or cloak up merely because someone popped into local chat.

This is kinda like something our corpmates were talking about. That the CovOps/BlackOps would not taken off of local or at least have a delay. +1

Local needs to die for everyone. Not just for players flying specific ships.
