Transferring UI settings/keyboard shortcuts between characters/accounts.

You can export your Overview settings to an .xml file and imported to other character. Just right click the settings box on your overview and select export and import.

I am not sure about the client side settings though. I have see player made utilities to do this before in the EVE Technology Lab but am not seeing one atm. You may want to try browsing the old archived forum.
