"Heavy" Afterburners

Purpose -- sniper kites.

"Heavy Afterburners (HABs) are designed to fill the niche between standard afterburners and microwarpdrives, as well as to provide useful alternatives for destroyers and battlecruisers. HABs provide greater acceleration than their standard counterparts at the expense of agility."

There should probably be some skill (e.g., Heavy Afterburner Control) which reduces the agility penalty by something like 2.5% per level as well as possibly a skill required to use them at all. An all level-5 character with a T2 HAB would have a 5% agility penalty and able to hit around 2/3 the speed of a MWD without the signature or capacitor penalty.

All HABs have the following common attributes (T1; T2 shown in parenthesis):
SPEED +137.5% (+157.5%)
AGILITY +25% (+17.5%)
