This is really important to me... WHO MAKES THESE DAMN THINGS! I give out tobacco, spiced wine and Starcakes in contracts but the cakes origins elude me -_-

According to the description, they are of Jin-Mei origin.

As for where they actually come from, NPC missions I believe.
