In lvl 3 missions i thing almost any fit in a hirricane can do it, as long as you remember to kill the frigatesd that can web/scrabmble you first.

Don't know what the price is but this was the Hurricane fit up I used for doing level 3 missions. Basically keep range at about 50 to 55 km. Most skills at level 5.

Hurricane

High slots:
6x 650mm Artillery Cannon II
2x Heavy Missile Launcher II

Medium slots:
2x Large Shield Extender II
1x 10mn Afterburner II
1x Invulnerability Field II

Low slots:
2x Gyrostabilizer II
2x Beta Reactor Control: Shield Power Relay I
1x Tracking Enhancer II
1x Damage Control II or Power Diagnostic System II

Rig slots:
1x Medium Anti-EM Screen Reinforcer I
2x Medium Core Defense Field Purger II

Dronebay:
4x Hobgoblin II
1x Hammerhead II

Implants to help fit up:
Zainou 'Gnome' KUA2000 = 5% reduction of shield upgrade module power need.
Zainou 'Gnome' KYA2000 = 5% faster recharge rate of shield.
Zainou 'Gnome' KVA2000 = 5% increase to shield capacity.
Zainou 'Deadeye' ZMM1000 = 5% faster missile launcher rate of fire.

I'd recommend using 2x invulnerability Fields instead, harder to hit and at least I got more tank out of it.

You don't need a damage control on a hurricane to be honest. Go with 2 Tracking Enhancers instead, and using T2 Shield Power Relays shouldn't be difficult to fit either.

Unless you only do missions against amarr/blood raiders or the likes using a purger or a projectile rig would be better. Level 3's aren't that difficult to do anyways. I can't remember off the top of my head what I used but it was some sort of projectile rig at least.

Use higher meta/tech modules where you can (and what fits your budget). Hurricane will waltz through lvl3's. Forget artillery cannons. Have fun.

I never had any problems at all completing level 3 missions for all Empire Factions with that fit up.

Course I noticed you didn't bother to post a fit.

Passive cane works nice with arties or acs, Armour Repping cane is also nice buuuuuuuuut, not shield, also, if you want something different, try this

[Cyclone, Mish Clone]
Gyrostabilizer II
Gyrostabilizer II
Gyrostabilizer II
Co-Processor II

Large Shield Booster II
10MN Afterburner II
Photon Scattering Field II
Heat Dissipation Field II
Medium Capacitor Booster II, Cap Booster 800

425mm AutoCannon II, EMP M
425mm AutoCannon II, EMP M
425mm AutoCannon II, EMP M
425mm AutoCannon II, EMP M
425mm AutoCannon II, EMP M
Heavy Assault Missile Launcher II, Mjolnir Assault Missile
Heavy Assault Missile Launcher II, Mjolnir Assault Missile
Heavy Assault Missile Launcher II, Mjolnir Assault Missile

Medium Anti-EM Screen Reinforcer I
Medium Anti-EM Screen Reinforcer I
Medium Anti-Thermal Screen Reinforcer I

Thats obivously tanked vs Sansha, against which its tank is not great, enough for lvl 3s at a guess, but not great.

Tank vs Other races is much better though.

Have fun with that. :D

Oh and fit meta and t1 as budget/skills allow.

so much bad in this thread...

here is what you want to fly

if you cannot use T2 artillery, use the Prototype or 'Scout' version. if you get short on powergrid, use one or two power diagnostics units (remove tracking enhancer, then gyro). if you get low on tank, try staying at 30km+ from your targets, if you still cannot tank, add on shield power relays. you can also use your assault missile launchers to increase your tank against incoming missiles (gurista missions) by using defenders.

edit:
DO NOT use 2x invul field over 2x shield extender. if you are flying against sansha or blood raiders, you should rather fly 1x em and 1x thermal hardener, otherwise, 2x lse will always be better in practice.
DO NOT use autocannons. the extra 20km optimal that you get from artillery over autocannons will do wonders for keeping your tank stable and for your real applied dps and mission completion times.
DO NOT use medium or long range ammo. the range penalty of short range ammo is almost completely negated by its signifficantly higher damage. you also do not need the tracking bonus, as you are shooting at 20km+ most of the time.

I should buy an Ishtar.

Hi, I'm Madmuppet and I come from the tribe of the 'Cap Stable Morons'. Personally when I ran my level 3 missions in a Hurricane I ran them in a Passive Shield Cane (aka Passivecane) which with low skills looked something like this:

[Hurricane, Passivecane lower skill]
Beta Reactor Control: Shield Power Relay I
Beta Reactor Control: Shield Power Relay I
Beta Reactor Control: Shield Power Relay I
Beta Reactor Control: Shield Power Relay I
Beta Reactor Control: Shield Power Relay I
Counterbalanced Weapon Mounts I

425mm Medium 'Scout' Autocannon I, EMP M

'Malkuth' Assault Missile Launcher I, Sabretooth Light Missile
'Malkuth' Assault Missile Launcher I, Sabretooth Light Missile

Medium Core Defence Field Purger I
Medium Core Defence Field Purger I
Medium Core Defence Field Purger I

To be honest, if you can't use an Invulnerability Field II yet you should shift your training focus until you can.

My only gripe with this setup is that you are slow due to no afterburner so you end up puttering around.

A bottom of the barrel cap stable fit with crap skills would be something like this (my apologies to those about to die laughing while polishing your epeens). With this fit you are faster and can run around with all the toys running all day long, but your damage is going to not be very good due to a lack of damage mods (tracking enhancers and gyrostablizers) in the lows. I built this on EFT with a 'no skills whatsoever' toon. What you need to do it match you capacitor time with removing the capacitor flux coils (or use better (meta 3-4) flux coils and replace them with Gyros and Tracking enhancers). Eventually replacing the weapons, AB, shield boosters, etc with meta3-4 or Tech II variants as your shield and weapons skills improve.

And now the 'punchline'.

Feel free to ignore my ideas and advice. I am posting these with the thought that your skills are still low as is your income stream. Many of the fits in here are much better if you have the money and skills to pull it off. I'm offering a simpler starting point.

(I would also recommend the passivecane type fits if you are uncertain, they can take a hell of a beating, you shield skills are going to dictate your effectiveness early on).

May the flaming begin.

There's nothing inherently wrong with that; I run a cap stable Nightmare (which is a much greater sin than a Hurricane). But those fits...

If you want cap stable and an AB (and you do) this is one option:

[Hurricane, mishin]
Gyrostabilizer II
Gyrostabilizer II
Tracking Enhancer II
Beta Reactor Control: Diagnostic System I
Beta Reactor Control: Shield Power Relay I
Beta Reactor Control: Shield Power Relay I

for L3s just use an armor cane. Use t1 or N-type hardeners. In order to even use a t2 medium rep it takes under like what..9 hours of training?

Lows:
gyro
gyro
Hardener
Hardener
Hardener
Repper

Mids:
Cap
Cap
Cap
tracking PC (AB if you go AC)

Guns
2 heavy missiles
6 650mms or 425mm ACs

Rigs: capacitor control circuits. replace with aux nanos if you so choose

To the OP, you have good missile skills, train for a Drake.................and you'll be able to do lvl IV's as well.
