I'd bid 2 bil if you had exhumers 5, ref eff 5 and a little more of the base refine skills up, but really without those this toon isn't worth much beyond 1bil. That's a lot of extra training to do.

1.25b is my bid. You should take the 1.8, but if that one backs out, this bid is good.
