tried transfering the character but ran into a hassle with the transfer. This is a copy of the mail i sent CCP

"Hi there i am trying to transfer the character babooni from my account to ******. I tried this online but got a message:

We were unable to authorize your payment at this time. Please ensure you have sufficient funds and/or contact your bank/card issuer for further information.

I got this trying with 2 redeemed Plex and then also tried it with pay pal.
Is this service down at the moment?
If so any idea how long?
An answer would be appreciated so i can mail the recipient the reply so they realise it isnt me stonewalling them as they have already placed the isk into my account.

Any assitance in this matter is appreciated
