Do either of the above modules affect Fighters?

No. Only Drone Control Unit will let you launch 1 one more Fighter/Drone per active DCU.

For the sake of completeness, neither drone rigs nor non-fighter-specific drone skills affect fighters/fighter bombers either.

To sum it up,

Fighters (Skill)
Gallente Carrier (Skill) {Thanatos and Nyx get damage bonus}
Fighter Bombers (Skill)
Drone Control Unit (Module) {Allows use of one additional fighter/fighter bomber}
Advanced Drone Interfacing (Skill) {Needed for Drone Control Unit, one additional DCU per level}
Drone Durability (Skill)

And from what I've noticed with one Omnidirectional Tracking Link on my carrier, my fighters hit a little more often, though Target Painters are seemingly more effective
