Incursions should be reorganized, not flat out nerfed.

make the hisec ones scarce enough that those too risk-averse to go elsewhere must fight over them or be left empty-handed, e.g 1 hisec available at any time with a single VG system.

Ha are you actually argueing what the meaning of 'is' is?!?!?!
