WTB Caldari starter with good caldari standings 3b budget

As title says I am looking to buy a good Caldari starting character.My budget is 3b.I would prefer if the toon has decent Caldari standings(5.0+) but not required.

Competition is fiercer than expected. Please reply asap.

Caldari standings are only 1.2 but Social skills are relatively well trained and Char is well skilled for a quick bit of lvl 2 mission grinding up to the profitable lvl 4s.

Implants listed on character, no other significant assets, but many minor bits and bobs around the universe (can be trashed on request).
