Is it possible to buy a jump clone from another player rather than buying one from an NPC?

Yes. If they have a Rorqual or a Titan they have a module named a Clone Vat Bay. For 1 Liquid Ozone they online the module and they can install a clone of you into their ship. You can jump to that ship's clone if it is in space.

EACS is definitely an easy way to get jumpclones without standing. Apply to corp, get accepted, make jumpclones, leave corp.

Note that for jumpclones you need either 8.0 personal standing or 8.0 corp standing with the owner of the NPC clone bay. EACS does that for you.

Using player-owned clone vats on Rorqual or titans requires entering lowsec / nulsec to get a jumpclone.

You can also install a jump clone in any player-owned outpost, if the owners allow you to use the medical services.

EACS (Estel Arador corp) offers these services, so does Genji Ancient. You can also go to 9UY4-H (Chribba's station) and do it for free.

Sometime this weekend Red Frog will add jump clone creation services through Jump Frog to its offerings.
