WTB PVP/PVE full sub-capital toon

Requirements:

-All frig/cruiser/battleship lvl5 (BS 3 races minimum)
-T2 tanking shiel/armor
-T2 gunnery and missile
-Good navigation and electronics
-Recon/Hac/etc t2 ships minimum 4 lvl (more 5 lvl is a good plus)
-No capital skills
-Positive wallet
-SS status is not important
-Female toon is preferable

Budget 20-22 billions.

a good toon like taht is worth around 30-40 bil consider it a free bump and soemthing to think about.
