WTB Minmatar sub-cap pvp char 15b budget

Looking for a character with the following skills being a must:

ArrowMinmitar BS 5
ArrowLarge Artillery 5
ArrowAll gunnery support skills 5
ArrowAll important engineering, mechanics, navigation, electronics skills maxed
ArrowDecent drone skills (3-5m in drones is good enough)

These are optional but are a plus:
ArrowGallente BS 5
ArrowAble to fly decent command ship (BC5+Command ship 4, maybe a few million in leadership)
ArrowRecon ships 5

My max budget is 15b, but that will only go to a character that has the right SP amount and the right skills - I will not pay for skills that i do not want. The full amount of 15b wont go to a character with less than 40m sp unless they are extremely specialized and have everything I want. You can either post in here or pm me your chars with your price.

That is a nice character, but still a ways away from what I want, and, a little too much for the SP. 8b for 22m sp is asking a bit much, of course we all want as much as we can get for our characters but I think you'd be lucky to get that much for him. I'll keep him in mind if I can't find anything else.

I didn't list it but the sec status is a lot of work, I'd like to be able to do some incursions right away and that would be a pain to have to work off. I may be willing to buy that char but for more like 13.5b
