In-Game Window Size Restrictions

So, I thought I had a decent compact UI setup, but yesterday I looked at a screenshot from a friend of mine. Both his local chat window, and scanner window were much smaller than the smallest size of my windows. He was able to re-size his windows without any restriction, and all of mine restrict me from making them any smaller. Does anyone know how to remove this restriction?

NOTE: Both my client, and my friend's client are using the same resolution, same scaling, same window mode. Nothing is any different from the other.

I would also like to know how to resize the window mode since it wont let me make it any smaller on my comp as well.

It turns out he was running the Windows client on a Linux system through emulation, so the emu shell doesn't restrict the boundries. I'm sure using an Explorer shell replacement would provide the same results.
