Hostile NPCs become friendly or neutral if you get a high enough standing with them?

I was curious about how standings worked so I looked at the wiki and searched some forum posts and it surprises me that CCP haven't made it so if you befriend a faction they don't shoot at you or even help you against enemies that attack you.

What would be wrong with having it so that rats in an asteroid belt associated with a faction you have high standings with are at least neutral? It would make more sense that they let you fly around and use their space if you do enough jobs for them. I don't get why CCP have coded in standings and given you bonuses to refining and missions yet it has no effect on you in the outside world. Plus if you want to live in their space it's a bit difficult if you have to defend against their NPCs all the time even if you've maxed out their standings.
