I'll give you 3b. His engineering and electronics skills are shockingly undertrained, the mining skills are utterly worthless to anyone using this as a tengu pilot, and his missile skills are lacking. This is basically a drake pilot.

You still might use some mining skills to gather some ICE for your personal POS or some other rare ores, if you'd want to in nullsec sometime, or whatever. It still comes handy.
