Conflict in High sec should be a series of checks and counter check:
I do This:
I do this to counter your by doing this:
I counter your counter by doing this:
I counter your counter, counter by doing this:
......
I counter your counter, counter, counter, counter,counter... aw crap I am out of isk.

High sec should be like 1970's old China town in a western US city where the people who know how to play the system could commit murder and get away with it.

High sec has this for the most part:
You can wardec some one. That person can do as Eve University did and create several friendly wardec to make the wardecing of their alliance extremely expensive. And they have a propaganda kill board that adds the cost of the wardec to every loss the enemy has.
Some things that are missing though.
-->Re-Enforce POS slipping out of wardecs.
If a POS is re-enforced a corp can remove its self from a war dec to save the tower as the wardec ends and the tower can no longer be attacked or finished off. I would recommend that that any tower that is re-inforce will count as a enemy NPC object till it is saved. Or an additional mechanic to allow the aggressor to counter this move.
-->Transferable Kill rights.
In the war of suicide ganking and ganking “free loot” scames the agressor has nothing to loos except his initial invest ment... He is choosing the battle grounds. Pur Greifing. There is no Mechanic to allow the weaker apponent to counter this. The ability to sell Kill right, or transfer kill rights would bring life to the bounty hunter system. As those who live by the sword die by the sword.
Now the aggressor has to take precautions of his evil acts as he knows that for the next 24 hours he needs to avoid being in an expensive clone or ship as some one may be coming after him.

As he thinks to him self it might be time to cool of in Null or low sec where my friends are, at least I can watch local there.

Someday I will have the time to play. For now it is mining afk in High sec. In Cheap ships
