If a corporation can pay Concord to "look the other way", why can't the war dec'd corp pay Concord to "pay attention"?

Probably because you pay CONCORD to sanction the war under the terms of the Yulai Convention. You dont actually bribe CONCORD even though most new players believe this to be the case.

The subject of your thread talks about balance, but the content of your post has nothing to do with balance. It seems to assume the reader already believes that wardecs should be nerfed, something few people will agree with.

Try engaging in a wardec and actually inflicting substantial damage on the target corp before claiming that wardecs need to be nerfed or changed to the detriment of the attacking corporation, please.

In reality, it's not easy, it's very time consuming and it's not really a viable source of income for most people.

If you're the subject of a wardec, try to remember that this is an MMO, and try interacting with the aggressors, discover if you've wrong them and possibly pay retribution. You're not supposed to be able to fly around in your own little happy bubble in EVE and grind credits freely while not paying the piper from time to time.

**edit**

Forgot to add - you could even try fighting back, hiring your own mercenaries to deal with them, etc.
