Don't check for legality on item exchange contracts

This is really only important to prevent people from setting up illegal courier contracts, but it's implemented in that way that as for an example a khumaak that is legal in Minmatar space, can't be contracted to another player inside Minmatar space. The item can on the other hand be sold and bought on the normal market.

Think it's been suggested before, but restating my support for this idea. This effects several types of livestock-type items (technically, people) but also other types of items (as was mentioned, the Khumaak for example).

An extreme example is Vitoc, which still causes this issue depsite both nations where it is illegal (Jove Empire and Society of Conscious Thought) not actually having any space in which you can be caught by customs for carrying it.

Not saying it shouldn't be any prevention from people setting up scam courier missions but no point in having it for item exchange contracts.

My kingdom for the ability to place boosters in item exchange contracts. Even if this were restricted to low or null, it would be great.
