How do I fit Faction properly

ok so I like the sacrilege and wanted to faction fit it but theres several points which stop me getting this done

i) no serious faction heavy assault launcher something like additional 12 dps over faction missiles (good with low sig res)

ii) Massive prices 300-400 million isk for a basic faction medium armor repairer

iii) im ok with fitting cost however two armor repairers will fit but with a cap issue im looking to fit a cap mod but none suits this task more properly than cap injector which wont fit either.

iv) armor plates, these also have no faction items worth mentioning, off the top of my head an additional 15m/s and less some align time.

Conclusion is I cannot faction fit this replaceing existing modules with faction nor make new setups with faction items, and I know the source of this reason.

So take this setup I have can it be made better.

The only things I can think of are the Warp Disrupter II -> Warp Scrambler II and swap the Medium Armor Repairer II -> True Sansha Medium Armor Repairer.

The armor repair regretfully only gives you an additional 25 or so omnitank, however costs 100 million ISK and doesn't require you to fit an implant or fit a CPU rig.

The Warp Scrambler II I think would server better, given the range on your Stasis Webifier IIs and since you can only fly at 400 m/s you're either going to be in range or not since MWDs can blow out of your web range before you can lay on any real hurt. Plus gives you a little bit of CPU.

Otherwise I can't think of any faction gear that would be worth the cost. Hope this helps.

Notes:
- Most of the faction mods on that fit are about 50 to 60 mil a pop.
- You need a 3% Powergrid Implant to fit everything... otherwise, downgrade the AB to the "Meta" version (you lose ~30 m/sec doing this)
- Use precision missiles against small targets, faction missiles against cruiser sized and up.
- With level 5 capacitor skills and mostly level 4-5 navigation skills your capacitor power lasts about 4 and a half minutes... almost 13 minutes if you turn off your AB.

Tactics: Let the enemy get close to you, overheat your scram and webs, THEN apply them. Once you get sub-10km from the target stop overloading and begin grinding down your target.

Other things to consider: For PVE you don't need the warp scrambler or a plate. Replace them respectively with a Cap Recharger (for total capacitor stablilty) and a Ballistic Control Unit (for better DPS).

When fitting your ship, if you rearrange the mid and high slots as shown below, you will be able to overheat them for a bit longer. In this setup, you only end up having mod which will take heat damage from both sides. My assumption being that you will not be overheating the webs.

HAMs don't have the precision variety. They only have close high-dmg and long not-so-high-dmg varieties. And both suck at precision :D
