Partialy Destructable Outposts

I know the CSM are in favour of destructible outposts in some form or another and I have an Idea about how this could happen by adjusting mechanics that are already in game.

Firstly I would not make the outpost totally destructible. Some people in the game do have real lives and only log in at weekends or have 2-3 weeks periods when they can’t so total loss of 0.0 assets would cause them to either retreat to NPC/Empire space or rage quit.

My suggestion is to adjust the base attributes of outposts so they are no where near as useful without upgrades. (I don’t know how many monument upgrades have been deployed but I've never seen one that I can think of). With the outposts having lower base stats alliances would need to upgrade them to make best use of the space. It is these upgrades that I think should be destructible possibly with the exception of the office upgrade.

The point at which the upgrades are vulnerable needs to at least be after the first RF cycle of the station.

Prices of upgrades would also need to be adjusted down some if they can be killed.

Now I'd also like it to be possible to scuttle these upgrades if you so wish, effectively scorching the earth when you are about to be evicted. This should also be the case with the office upgrade.
