Following on from the first year undergraduate mishmash political tone of the CSM voting mechanics pdf I present this idea.

Add one percent more tax to NPC corps and pay that to CSM members as a thank you from EVE players for the good job they are doing.

Rage away.

If you're actually serious about this, and not just trolling, you should think about two things first: One, the members of the CSM are all old characters who have been around for a long time and have plenty of ISK to burn. Two, the point of CSM is to improve the game as a whole, if you make it a paid position some idiots are going to go "oh, look, I can get free ISK just for listening to some boring meetings".

tl;dr: No, CSM doesn't need to be, and shouldn't be, paid.

The already get occationally flown to Iceland for a free pissup, everytime we riot about a patch/leaked doc. What more do they need?

Ya sure, if it's performance based. You actually do work for the community you will get paid.
Every two weeks you will submit a time-sheet with everything you have done.
After review from a panel of elected members you may or may not be awarded the 1% from a NPC Corp you choose to represent.

If you have done nothing for the community in those two weeks you will get nothing and will get fired from your post.

Then of course the panel members will have to be paid with a portion from your 1%.
Panel members will have 30 days to submit their reports of all the panels they have been part of.

In the end you will be happy to know that you can make up to 1.2m isk / year.
You will also receive a golden parachute should you delete your eve account which on the CSM by receiving a PLEX pass in the mail after 90 days.
