IS EVE FREE TO PLAY OR NOT ?? HELP

So I`ve decided to get back to EVE since is now is free to play. Or not ?
I remember I`ve trained this character for tengu and some other little ships so it has about 10-12 mil sp.
But I can`t login nor make a petition. So what do I do ?

As far as I can tell from login screen I`am in high security system in a Sunesis ship, no Omega requirements here.

Why can`t I log back in please ?

It would appear that you're already running another account. You can't log in an alpha and any other account at the same time.

I'm going to build a big wall that will keep the Gallente out, and they're going to pay for it!

that message usually only pops up if another client is logged in on the same computer. With alphas you can only use one client at a time. If you aren't also using another client, well that is weird.

The ship you are in shouldn't affect your ability to log in at all. If you are in an omega ship in space you can fly it until you dock up, although it is very likely that the various modules equipped will go offliine due to alpha restrictions. if you are already docked you will have to leave the ship to undock.

Yes, there is an other account logged in. I am trying to start a new one also and see what I can benefit most from this Alpha state.
Apparently turning off the other account fixed for me.
I am so sad now. I had such big hopes and dreams with this Alpha c**p.

You can make a petition from the EVE Game Support website.

Otherwise, to answer the question in the title of your post, the Alpha state is more like a demo than a "free to play" option, but you SHOULD be able to click your character and log in with it, but no multi-boxing, Alphas are restricted to only ONE game running, only one account (the Alpha account) running.

But this account belongs to my girlfriend. It will still work if she is gonna play it from her PC in the same time with me ? We booth sharing the same router which means we booth have the same IP address.

That will be fine, you just cant have an alpha account running one the same COMPUTER as any other accounts. If you have another person on their own computer then that will be fine.

They usually accept family members sharing accounts, but technically sharing accounts with anyone is a violation of the EULA and they could ban you if they wanted to. What this means is your account has to be registered under your name, and your girlfriend's account has to be registered under her name, to make it clearly obvious that it's two different people. Routers and IP addresses can then match with no issues.

So, because that's how it's technically supposed to be, whatever scripts CCP has in place to detect alpha log-ins will probably flag your two accounts as owned by you, and may not allow them to play at the same time even if from different computers. We don't really know for sure, because discussing CCP's log-in security measures is against the forum rules, and also the wording in their EULA is somewhat vague so they can claim the right to decide each case however they see fit.
