Mercenary contracts

EVE needs more tools for sweet revenge(TM)! I have idea for mercenary contracts that would function like old bounty system but there would be few changes that make claiming your own mercenary contract reward more difficult (but not impossible). Mercenary contracts could be addition to current bounty system and they would work independently.

Mercenary contracts:
- Mercenary contracts would only be open for limited amount of capsuleers. There would be no open for all mercenary contracts.
- There would be three kind of mercenary contracts. Those open for capsuleers, those open for corporations and those open for alliances.
- Capsuleer mercenary contracts would contain list of capsuleer names who can claim reward from killing mercenary contract target. There could be up to 1000 capsuleer names who can claim this reward. Reward goes to capsuleer wallet. If there is more than one name in kill mail then reward is divided.
- Corporation mercenary contract would contain list of corporations who can claim reward from killing mercenary contract target. Reward however goes to corporation wallet and if capsuleer doing work wants some of this ISK he/she needs to contact corporation leadership.
- Alliance mercenary contracts works like corporation mercenary contract but reward goes to wallet where alliance pays its bills.
- Reward is paid for any kill mail where mercenary contract target is killed and someone who can claim this reward is in this kill mail.
- Mercenary contract would attract people to use their main toon since contract is not open for everyone. We would see capsuleers with great fame undock when they have valuable mercenary contracts available.
- Mercenary contracts could only be viewed by people who can claim reward.

Like the bounty system itself, this feels like a system that would have almost no legitimate uptake, a bit of abuse, but mostly ignored. I'm not convinced any bounty type system would be worth the dev resources. If you want a legitimate bounty on someone it can already be accomplished. Likewise, imo the existing bounty system just needs to be nuked and hopefully people will just forget it ever existed. Like pretty much everything, mercenary activity seems to be governed by the fun:suck ratio. Adding contracts won't add to the fun or mitigate the suck, definitely not enough to put it in the sweet spot that makes it particularly rewarding.
