Hek sec level too low?

Of the four major trade hubs, three have 0.9 Security Level. One-- Hek, the dumpiest of the four-- is at 0.5. One point away from being low sec. What do you think, should that be changed? Some considerations:

Pros
-Game world/RP-wise, having Hek at that level doesn't make much sense. Out of almost 8,000 systems, it's one of the top four commercial centers. It doesn't seem to make sense that the Minmatar Republic wouldn't want to protect commerce better there. The majority of people going in and out of Hek are Minmatar citizens, after all. Besides, having indy ships exploded at a major trade hub is kind of embarrassing. It seems like the Republic would have cleaned up the neighborhood by now.

-Gameplay-wise, Hek is a nice spot for miner/freighter ganking, due to the slow faction police response time. New player systems are in the region. When newbros starting in Metropolis want to shop, the stuff they need is mostly in Hek. Should their shopping mall system also have optimal gank zone sec level?

-For Faction Warfare, enemy Amarr or Caldari FW members can sit around camping stations for a good long time. Min Navy are slow to wake up, due to the low sec level. So it's worth their while to set FW station camping as a sub-profession. Compare that to going to Jita, Rens, Dodixie or Amarr as enemy FW. No loitering, you have to dock up pretty quick to avoid NPCs. Is FW hub station camping a good thing? Considering it's only possible against one faction?

Cons
-Hek (and the other trade hubs) developed as a trade hub organically. In ancient Eve times trade gravitated to the system, as players themselves picked the most advantageous places to sell. It was 0.5 then, and trade still settled there as a hub.

-Hek's low sec level has helped make it distinctive. As a dump. It has it's own dump character.

What do you think? Should it go closer to 0.9, like the other hubs? Seems CCP could do that by just typing in a digit.

Never quite got Hek. I lived nearby and almost always went to Rens instead. But I think it fits Eve. Before I'd change Hek's security status up I'd rather lower Jita's! :-)

Hek is dangerous, filled with all kinds of villains and ne'er-do-wells, and it is for this reason the system has character.

Are you confusing faction police with Concord? The former goes after people with low security status or bad standings, the latter reacts to suicide ganks.

As for the security status of Hek, it's fine as it is, Jita is far worse for getting blapped in.

More than likely the only reason Hek is a viable Market Hub is due to being right in the middle of the Minmatar Cosmos Constellation. However I wouldn't classify it as a Major Trade Hub, especially for Minmatar.

In my opinion the 4 Major Trade Hubs are :
1 - Jita (0.9 system)
2 - Amarr (1.0 system)
3 - Dodixie (0.9 system)
4 - Rens (0.9 system)

Each Empire Faction has it's own Major Trade Hub available and even though Jita is the largest one, thanks to Alliance / Sov space doing business there, all of the other Empire Factions could easily have their own Major Trade Hub as large as Jita.

Course it's all up to the players to make it happen.

Exactly this, Hek was 0.5 long before it was a trade hub. I think the minny low sec dwellers like it which is a cool difference in my opinion.

Hek is overtaking Rens due to being 2 jumps from the SOE agent, as the three highsec SOE agents are a big mission focus. But yeah, players make the hubs, so deal with it. If it exists as a Hub (& it does) then 0.5 is a fine sec level for it since it formed with said sec level

Wrong. CCP decided which systems are tradehubs by disallowing citadels in them. Hek is allowed citadels so obviously it was deemed not a hub by CCP.

Not really, faction police in Concord space, still acts like faction police will not concordokken you, they follow same pattern as any other empire faction police.

Wrong, we decided the tradehub positions by seeding them. When CCP many years later, introduced citadels they made some restrictions in some system, to avoid getting 300+ citadels in Jita for example. But a tradehub is no where defined by allowance of citadels, but by tradevolume by which Hek is a tradehub.

CCP doesn't consider Hek a trade hub - you can build Citadels and EC's in system.

Can you beat them or farm them? If no they aren't faction police but Concord.

Hek has always been nice because its a back way into some nice Low sec areas and has always had a low-key market.
Not sure why everyone else likes it.

It has an odd smell about it.
