Does Helios make the Buzzard irrelevant?

I am having a hard time understanding a realistic scenario where someone would use a Buzzard instead of a Helios.
I understand there's trade offs, but I've flown a buzzard a long time. I'm about to do Gallente Frigate V, and then I can't find any reason not to switch to a Helios...

Let's assume both racial frigs are V and these ships are both unlocked.

Here are the only places the Buzzard is superior:

Fitting:
Buzzard has 10 more CPU (300 > 290). But see below on powergrid.

High Slots:
Buzzard has 2 launcher slots, but for the role the ship was designed for, these seem irrelevant. One high for covops cloak, one for probe launcher. If you get caught, is that one launcher really going to do you any good, assuming you've got powergrid to even fit it?

Cargo capacity:
Buzzard has 15m3 more. (190 > 175). This is 8.5% additional capacity. Okay. MAYBE this is the reason. But really???

Tank:
Even out in the end. Check out EveMon side-by-side if you doubt me.

Targeting:
Buzzarad 5% additional targeting range for buzzard. (50 > 47.5) <-- Not a combat ship, irrelevant?
Buzzard scan resolution wins by 3%, (405 > 390.) <-- Not a combat ship, irrelevant?

Now, as a reminder, here's where the Buzzard loses:
Powergrid (major)
Less low slots
--> Even worse, you have to burn a low slot to bump powergrid for most useful fits
Less turret hardpoints
No drones (Helios gets 1)
Less max locked targets
Higher sig radius
Slower

I'm not complaining. I'm just looking for valid scenarios, assuming all skill points are sufficient, where you choose Buzzard over Helios.

Buzzard has one specific use - covops hunter, since it can fit a covert cyno in that 3rd high slot.

Salvager II in WH is better, than salvage drone, IMHO.
Combat scanning also better with Buzzard (covert cyno and more CPU)

Regarding where Buzzard "loses:"
CPU is more valuable on a covops. Scanning equipment is very CPU hungry.

Low slots on a cov ops for what? A damage control on a ship with 0 tank anyway? Your cloak is your tank. In exchange for that low you get an extra high. 3 Hi slots means you can fit cloak, expanded probe launcher, and then any other high slot module you want. For example, you can fit a covert cyno in addition to the cloak and probe launcher making the Buzzard the superior cloaky hunter of the 2.

For the less turrets/drone/targeting thing, either apply your "irrelevant because not a combat ship" criticism equally or not at all. If we're counting hardpoints, Buzzard has 3 to the 2 on a Helios and you can't blow up a hard point like you can a drone.

Higher sig radius and slower speed on a cov ops is not much of a factor as you should be cloaked most of the time, circumventing the issue. If those things become relevant, you probably got decloaked, are probably about to die, and 40m/s and a slightly reduced sig won't save you.
